Hi Stephan,
What you need is an electronic dictionary with handwriting input, like the one on http://usa.mdbg.net/chindict/chindict.php?page=chardict - click the "brush" button to start a Java applet that converts "strokes" to characters. I don't know how well this works for persons who don't know the different strokes and the stroke order for writing Chinese characters, but you can give it a try. There a several other Chinese-English dictionaries with handwriting recognition on the web.
